The Office of the National Coordinator (ONC) for Health Information Technology is issuing regulations that will help doctors and hospitals qualify for financial help with converting to electronic health record (EHR) systems.

The ONC EHR certification rule implements part of the Health Information Technology for Economic and Clinical Health (HITECH) Act provisions of the American Recovery and Reinvestment Act of 2009.

The HITECH Act provisions are supposed to support efforts by health care providers that participate the Medicaid and Medicare programs to make "meaningful use" of standardized, "certified" EHR systems.

The new final rule will create a program for certifying that an EHR system is suitable for a providers what wants to qualify for the Medicare and Medicaid Electronic Health Record Incentive Programs, officials say.

The final rule is set to appear in the Federal Register Friday.
