Morgan, former senior trial counsel in the SEC's Enforcement Division, explains the "fundamental" change under the updated definition that includes qualifications and certifications.
Morgan explains why the changes are coming now, and opines that while the private markets "are not the Wild West," the changes can present potential risks.
