Dental giant stands by PPACA exchange system

A major provider of dental coverage says it wants everyone to know that it will continue to offer coverage through 16 Patient Protection and Affordable Care Act (PPACA) public exchange programs for the 2016 plan year.

Some carriers that were selling major medical coverage through the public exchange system for 2015 have gone out of business, and one giant major medical carrier has said that, although its medical plans will stay on 2016 exchange menus, it will stop making active efforts to market most of those plans.

Gary Radine, president of Delta Dental of California and affiliated companies, said his company believes participating in the public exchange system is important because true insured individual dental insurance policies can be hard to find.

“We kept our premiums as low as possible again this year,” Radine said in a statement.

Delta Dental of California and its affiliates sell dental coverage in Alabama, California, Delaware, Florida, Georgia, Louisiana, Maryland, Mississippi, Montana, Nevada, New York, Pennsylvania, Texas, Utah, West Virginia and the District of Columbia.

Delta Dental of California is part of the Dentegra system of dental carriers. That family will be offering dental coverage in a total of 43 markets for 2016.

The U.S. Department of Health and Human Services (HHS) and managers of state-based exchanges have tended to de-emphasize stand-alone dental sales, to the point that even finding up-to-date summaries that describe each state’s dental coverage sales arrangements can be difficult.

In California, the Covered California exchange has started to make stand-alone dental coverage available to consumers who have not bought major medical coverage through the exchange.
