IRS posts Form 1094-B draft

The Internal Revenue Service (IRS) has published a draft version of Form 1094-B, the form insurers are supposed to use to submit health coverage information returns for 2015.

In 2016, health insurers are supposed to send a Form 1095-B coverage information notice to each 2015 coverage holder, and to send a copy of each 1095-B notice to the IRS.

Form 1094-B, the Transmittal of Health Coverage Information Returns form, will be the cover sheet for the 1095-B package that goes to the IRS.

An insurer will put its contact information on the transmittal form, and also state the number of 1095-B forms bundled with the transmittal form.

Insurers, employers subject to the Patient Protection and Affordable Care Act (PPACA) coverage mandate and PPACA public exchanges are all supposed to send notices about 2015 coverage out in 2016.

Employers are supposed to send the notices out using the 1095-C coverage information form and the 1094-C transmittal form.

Public exchanges have already started complying with coverage information notice requirements. They sent information about 2014 coverage to the coverage holders and the IRS earlier this year, using the 1095-A information form and the 1094-A transmittal form.

The IRS will use the information on the form to determine whether individuals have received the right amount of premium tax credits and cost-sharing subsidies, and whether employers owe any penalties in connection with failures to meet PPACA coverage standards.
