New Mexico seeks exchange enrollment managers

Managers of the New Mexico Health Insurance Exchange are hiring consumer enrollment entities.

The managers of posted a request for proposals (RFP) from bidders that want to recruit and manage teams of exchange plan enrollment counselors.

The notice of a would-be bidder’s intent to bid is due 3 p.m. Mountain Daylight Time Friday. The proposal itself is due Oct. 13.

New Mexico is especially interested in helping Native Americans enroll in exchange plans and it is organizing a separate RFP process for enrollment entities that will focus on reaching out to Native Americans.

New Mexico has been running its own Small Business Health Options Program (SHOP) exchange and is letting the U.S. Department of Health and Human Services (HHS) run its individual exchange. HHS will continue to handle enrollment for New Mexico for 2015, using the HealthCare.gov enrollment site, but New Mexico will use a team of enrollment entities to market the exchange program.

The HealthCare.gov open enrollment period for exchange qualified health plans (QHPs) is set to run from Nov. 15, 2014 through Feb. 15, 2015. 

The contract periods for general-purpose enrollment entities include an open enrollment period that will run from Oct. 30, 2014 through Feb. 28, 2015 and a special enrollment period that will run from March through June 30, 2015.

Enrollment entity compensation will depend on the number of counselors the entity has available to work.

Program managers will pick one entity to serve as an enrollment entity lead. That entity will maintain and manage a referral and tracking database, coordinate enrollment counseling reporting, oversee the other enrollment entities’ activity, and help with appeals.

“Health insurance issuers and producers are not eligible to submit a proposal,” officials write in the RFP.

But one of the duties of the enrollment counselors that enrollment entities hire will be to refer customers who want QHP recommendations to licensed, exchange-certified agents and brokers, officials.
