Player: Dean Mohs

Position: Director, exchange policy development and analysis branch, Small Business Options Program, Consumer Information and Insurance Oversight, at the Centers for Medicare & Medicaid Services.

What that title means: He's in charge of policy development work at the PPACA exchange programs that are selling health plans to small employers.

Why he's in the news more these days: The open enrollment calendar that now limits sales of new individual exchange plans has no effect on sales of SHOP plans. Exchanges now have more time to try to court small businesses and their brokers.

Public policy minor league experience: Mohs' titles have included: vice president, insurance services, at the Brooklyn Chamber of Commerce; director, private health insurance initiatives, for the city of New York; and senior health care analyst at the U.S. Government Accountability Office.

Education: Master's degree in public/nonprofit management, University of Minnesota-Twin Cities.

Fun facts: In 2008, while at the Brooklyn Chamber, Mohs signed a letter in which the chamber asked New York state insurance regulators to provide a boost for employers that bought association coverage on their own. "For those not using a broker," Mohs and the chamber president wrote, "provide them a discounted price that eliminates broker commissions and bonuses."
