If Healthcare.gov isn't fixed by December, what's Obama's plan B?

Democrats have proposed extending the enrollment period past March 31 if Healthcare.gov remains broken by the end of the month. Another possibility being floated is bypassing the site and have insurers handle the enrollment, which they already know how to do.
