Activity at two West Coast state-based exchanges cooled during the latest week of operations.

Covered California released Patient Protection and Affordable Care Act exchange activity data for the week ending Nov. 2. Officials said exchange users started about 47,440 applications during the fifth week of operation, up from a five-week average of 45,000 but down from 51,000 applications during the fourth week.

The PPACA exchange plan open-enrollment period began Oct. 1.

Call center call volume fell to 49,961 calls, from 53,282 calls. The average caller wait time fell to 2 minutes and 21 seconds, from 3 minutes and 38 seconds.

The number of insurance agents certified to help with enrollment increased to 4,390, from 3,143 a week earlier.

The number of agents in the certification pipeline fell to 14,424, from 15,907.

The number of enrollment counselors certified increased to 828, from 390, and the counselor certification backlog fell to 3,899, from 4,213.

In Washington state, managers of the Washington Healthplanfinder reported data for the week ending Oct. 31.

Exchange users completed 6,372 enrollments during the week, down from 13,467 enrollments during the previous week, they said.

The exchange helped 951 applicants sign up for commercial exchange plans, or “qualified health plans,” down from 1,861 applicants the previous week.
