If the exchanges aren’t ready, push back the mandate deadline

The exchanges that are at the crux of the Patient Protection and Affordable Care Act are not fully functional despite round-the-clock- efforts to repair them. It seems a little unfair for individuals to have to enroll or else pay a penalty when the tool they must use to enroll is not working.
