GOP offers short-term debt-limit increase, but wants negotiations before ending shutdown

In a move aimed to shore up the bond markets, calm global panic and make an overture to the president that could act as a foundation for further compromises, House Republicans said on Thursday that they would offer a plan to suspend the debt limit until Nov. 22 if the president agreed to return to budget negotiations which have shutdown the government. Although President Obama would undoubtedly like a more long-term approach, it looks like he will play ball.
