Urban Institute: Delay of the individual mandate would ‘seriously disrupt’ Obamacare

Unlike the delay of the employer mandate, a delay of the individual mandate would cause so much damage to the implementation of the Patient Protection and Affordable Care Act (PPACA) that if it were to become part of some hypothetical bargain regarding a government shutdown, PPACA could be dead-on-arrival. The difficult thing is, now the onus is on the administration to explain why employers get a break and individuals do not.
