After five years, why so few charges in the financial crisis

Is it due to a lack of clear culpability, busy prosecutors or is it simply that no effort has been put forth. While the world slowly tries to recover from 2008’s devastating impact, there has been little to no accountability. As the adage hints, are we condemned to repeat the past?
