South Dakota Senate tables LTC study bill

The South Dakota state Senate has tabled a bill that calls for the legislature to look  into the idea of making big changes in the state’s long-term care (LTC) system.

Members of the Senate have voted 30-3 to set state Senate Bill 135 aside.

The bill would have set up a summer study committee that would have evaluated the possibility of implementing LTC system recommendations from the 2007 Evaluation of Long-Term Care Options for South Dakota.

The state Department of Social Services commissioned Abt Associates to create the report.

The consultants recommended in the report that the state take steps such as trying to provide Medicaid-certified nursing facilities in South Dakota with low-interest financing; providing financial assistance for the development of home and community-based LTC programs; expanding access to adult day care services; and continuing to support the expansion of private long-term care insurance (LTCI) through partnership LTC benefits coordination programs and other initiatives.

State Sen. Timothy Rave, R-Minnehaha County, S.D., sponsored the bill in the Senate, and he made the motion to have the bill tabled.
