Help wanted: California exchange product guru

The California Health Benefit Exchange board is looking to hire a director of product development and sales for the Web-based health insurance supermarket program.

The product development chief would be in charge of managing contracts with the participating health plans, setting quality and performance standards, and overseeing sales and marketing of both individual and small group plans.

The ideal candidate should have “executive experience in the small employer insurance sector, including working with small employers, health insurers, health coverage stakeholder groups, and other interested parties,” the board said in a description of the opening posted on the board website.

The ideal candidate also should have “experience working under demanding time pressure and under public scrutiny, while maintaining composure and a sense of humor,” the board said.

The position will be open until the exchange fills it, officials said.

The board is responsible for carrying out the provisions in the Patient Protection and Affordable Care Act of 2010 (PPACA) that call for the U.S. Department of Health and Human Services (HHS) and state governments to set up a system of exchanges for the individual and small group market.

PPACA opponents are still fighting to block implementation of the law, but PPACA calls for the exchanges to be open for business by Oct. 1.

California hopes to be enrolling 1.4 million residents in government health plans and commercial coverage through the exchange system by the end of 2014.

In addition to seeking a product development director, the California exchange board is looking for a general counsel and a chief actuary.

The board also is trying to fill 13 other vacancies, including openings for personnel specialists and software specialists.

The board has been hiring some executives who have come out of the commercial health insurance sector.

The board recently hired Ken Wood, a former Blue Shield of California chief operating officer, to be the exchange program’s senior advisor for products, marketing and health plan relationships.
