Maryland exchange builders looking at producers

The builders of the Maryland Health Benefit Exchange are asking whether low compensation levels for agents and brokers who sell coverage through the exchange could hold down enrollment.

“Is it possible that substantially lower commissions for producers to sell into the exchange could jeopardize the Exchange’s success?” the Maryland exchange builders asked in a request for comments.

The exchange plan management advisor committee, the committee that posted the comment form, also is asking:

  • Is there reason to believe that carriers will pay producers substantially less to sell insurance inside compared to outside the exchange?
  • Should the Exchange establish a requirement that carriers pay equal compensation for sales of equivalent Exchange and non-Exchange plans?  
  • Short of a requirement for parity in compensation, what other approaches could the Exchange take to make sure that producers are paid fairly for enrollment into the exchange?  

The exchange builders also have have been taking proposals for a call center consultant and a graphic designer.
