Pollsters at Gallup have found overall U.S. state uninsured rates to be similar in the first half of the year to what they were in 2011. Massachusetts has had the most success with health coverage access: Only 4.1% of its residents are uninsured. In the lowest-ranked state, Texas, more than 25% of the residents lack coverage.
