The Consumer Information Subgroup at the National Association of Insurance Commissioners (NAIC) has created two new small groups to tackle consumer communication challenges.

The NAIC, Kansas City, Mo., created the subgroup to help develop NAIC proposals for forms, glossaries, and other materials needed to implement the consumer communications provisions of the Patient Protection and Affordable Care Act (PPACA).

Members of the subgroup decided Friday in Austin, Texas, at a session at the NAIC’s spring meeting, to create a small group to work on the design of “coverage facts scenarios,” which are supposed to be standardized cases that help consumers and small employers compare how well different health plans would meet the needs of various types of enrollees.

The subgroup also has formed a small group to help develop criteria for a uniform health insurance enrollment form.
