The International Foundation of Employee Benefit Plans (IFEBP) has started a formal effort to promote use of value-based health care strategies at government health plans and multiemployer plans.

The IFEBP, Brookfield, Wis., will be using a grant from Pfizer Inc., New York, to identify successful efforts to help patients get the types of care with the most potential to improve their health and hold down medical bills.

Value-based plans may use financial incentives, such as lower co-payments and lower deductibles, to encourage patients to get the most highly recommended screening tests or to take drugs with a proven ability to prevent expensive health problems.

The IFEBP will start by conducting a study of what multiemployer and public plan managers know about value-based plan design and what the managers are doing to implement value-based design concepts.

The foundation also intends to run focus groups, compile case studies and measure the progress of value-based design initiatives.
