President Obama plans to talk about Affordable Care Act implementation Tuesday at the National Association of Insurance Commissioners summer meeting.

The president’s time must be doled out with an eyedropper, and emergencies may disrupt his schedule.

But the White House Office of Media Affairs today said Obama plans to appear in Seattle at the NAIC meeting, and that he also will appear at events with Sen. Patty Murray, D-Wash., with pooled press access only.

“The arrival and departure of Air Force One in Seattle on August 17 are open to the media but closed to the public,” White House officials say. “More details, including media credentialing information, will be released in the coming days.”

Obama’s secretary of Health and Human Services, Kathleen Sebelius, is a former NAIC president, and two key HHS officials – Jay Angoff, director of the new Office of Consumer Information and Insurance Oversight, and Joel Ario, the incoming director of the new health exchange construction team – have also been active the NAIC.
