A benefits technology firm has formed a health and welfare consulting unit.

HighRoads Inc., Woburn, Mass., has hired Josh Miley to lead the new unit, which will help employers evaluate, buy and oversee benefits programs. Miley previously was a senior consultant at a unit of Towers Perrin Forster & Crosby Inc., Stamford, Conn.
