Personnel Changes: Phoenix, Guardian, Others

Phoenix Companies Inc. has promoted John Mulrain to senior vice president, general counsel and secretary.

Mulrain will succeed Tracy Rich, who is leaving Phoenix to become executive vice president, general counsel and corporate secretary at the Guardian Life Insurance Company of America, New York.

Mulrain has been vice president and counsel at Phoenix.

Mulrain has a bachelor’s degree from the College of the Holy Cross and a law degree from Yale University. He is chairman of the investment committee at the Association of Life Insurance Counsel, Indianapolis.

Rich, the Phoenix executive going to Guardian, also has been a trial attorney with the Internal Revenue Service.

Rich has a bachelor’s degree from Union College, a law degree from New York University, and a master of laws degree from Boston University.

In other personnel news:

– The Missouri Department of Insurance has named Mary Kempker to be director of the market regulation division and Angela Nelson to be director of the consumer affairs division.

Kempker previously was director of the consumer affairs division. She holds the Fellow of the Academy of Healthcare Management professional designation.

Nelson has been manager of the Missouri department’s property and casualty section.

EmblemHealth Inc., New York, has hired Shawn Fitzgibbon to be senior vice president of network management.

Fitzgibbon has been president of HealthSpring Inc., New York, a Medicare Advantage company. He also has been president of the Beech Street preferred provider organization network and vice president of national contracting at CIGNA HealthCare, Bloomfield, Conn., a unit of CIGNA Corp., Philadelphia.

Fitzgibbon has a bachelor’s degree from Hampshire College and a master’s degree in public health from Columbia University.
