Members of the Senate today voted 65-31 to make a former president of the National Association of Insurance Commissioners secretary of Health and Human Services.
Kathleen Sebelius, the new HHS secretary, has been the Democratic governor of Kansas since 2003. She was the Kansas insurance commissioner from 1995 to 2003 and president of the NAIC, Kansas City, Mo., in 2001.
Most Senate Republicans voted against Sebelius, but the two Republican senators from Kansas voted for her, as did Sen. Christopher Bond, R-Mo., a lawmaker from a neighboring state.
