South Carolina Department Proposes Health Plan Pilot

Palmetto State insurance regulators want to try to create a new set of group health products.

The South Carolina Department of Insurance has described the program, SC HealthNet, in a proposal asking state lawmakers to approve an SC HealthNet pilot program.

Scott Richardson, director of the South Carolina department, says he and other department officials developed the pilot program proposal together with the South Carolina Association of Health Underwriters, Columbia, S.C., and with health insurers that do business in South Carolina.

Health insurers would try to develop affordable, actuarially sound plans offering a “medium” level of benefits, department officials say.

All insurers writing health insurance in South Carolina would have to offer the plans.

The new plans should be more popular than the statutory basic and statutory standard health plans now offered, because the new plans would come with the kinds of benefits that would appeal to typical South Carolinians, officials say.

“Funding for the program will not involve tax dollars, but will come from grants, public-private partnerships with Medicaid or other programs, and premiums,” officials say.
