Florida Board Calls For Changes In Microgroup Regs

The Florida Health Insurance Advisory Board has developed a package of proposals for improving the Florida private health insurance market.

The board, established in 1992, came up with the latest package of recommendations by holding three hearings.

One key recommendation is that the state remove barriers that keep “micro groups,” or groups with fewer than 10 employees, from getting health coverage, by eliminating differing contribution and participation requirements, differing agent commission structure requirements and differing documentation requirements.

The board says the state also should:

- Oppose efforts to expand mandated benefits without a statutorily authorized actuarial study proving the need for the mandates.

- Lower the risk of the health insurance risk pool by letting parents retain children on their own health insurance up to age 25.

- Promote use of electronic medical records.

- Ask for funds for a pilot project that would test the idea of using the Florida Health Insurance Plan to insure “uninsurable” residents, by using a combination of state subsidies and contracts that would get health insurers to share some of the risk.
