The Oregon Department of Consumer and Business Services has hired a new administrator for its insurance division.

Scott Kipper will be succeeding Joel Ario, the previous division administrator, who left to become the Pennsylvania insurance commissioner, Oregon officials say.

Kipper is a deputy commissioner in the Office of Health Insurance at the Louisiana Department of Insurance.

Kipper also worked as a senior regional director for state affairs at America’s Health Insurance Plans, Washington, and he has worked as a government relations manager for a private insurer. He has worked as a health analyst at the National Association of Insurance Commissioners, Kansas City.

Kipper has a bachelor’s degree in business administration from the University of Wyoming.
