NCOIL Officer Calls For Quarterly Sessions With NAIC

State Rep. Brian Kennedy is suggesting that the National Association of Insurance Commissioners host an NAIC-legislator dialogue during its quarterly meetings.

Kennedy, D-Hopkinton, R.I., the president-elect of the National Conference of Insurance Legislators, Troy, N.Y., included that idea in a letter sent Tuesday to Walter Bell, who is an Alabama insurance commissioner and president of the NAIC, Kansas City, Mo.

“It is important to have open and free dialogue between state legislators and our state insurance commissioners and supervisors, as we attempt to work cooperatively to maintain a state-based insurance regulatory system in the United States.” Kennedy writes in the letter.

In addition to suggesting the quarterly regulator-legislator gatherings, Kennedy, who is now vice president of NCOIL, asks that the NAIC consider repealing a portion of an NAIC policy statement concerning the use of closed sessions for developing ‘legislative strategy.’
