Iowa Editor Wonders About Definitions In TPA Rules

The Iowa Insurance Division has posted a draft of third party administration regulations on its Web site.

The draft reflects recommendations from members of the division staff and changes prompted by updates approved by the National Association of Insurance Commissioners, Kansas City, Mo., Iowa officials say.

One question posed by an Iowa division official who edited the draft deals with terminology.

“The terms ‘self-funded’ and ‘self-insured’ seem confusing in sections 58.9(8) and 58.10 and in the definitions of ‘insurer,’ ‘self-insurer,’ ‘stop-loss,’ and ‘underwriter’ in section 58.9(2),” the editor of the draft writes. “How should or should this be clarified?”
