Michigan Agency: Our Small Group Market Is Competitive

Wolverine State insurance regulators say their state is fortunate to have many insurers competing for the business of small employers that want health coverage.

When Michigan lawmakers enacted a law imposing guaranteed issue rules and rating limits on the small group health market in 2003, they required the state’s Office of Financial and Insurance Services to report this year on the well being of the small group market.

Since the small group health insurance law has been in effect, competitors have taken share away from the state’s dominant carrier, Blue Cross and Blue Shield of Michigan, Detroit, and many different carriers appear to be offering a wide range of plans to small groups, OFIS officials conclude in the small group market report.

Small groups continue to complain about health insurance rates, but no more than they were complaining in the past, officials write.
