Ann Combs, former Assistant Secretary of Labor and head of the Employee Benefits Security Administration (EBSA) from 2001 to 2006, will join Vanguard this month. She will lead a newly created Institutional Strategic Consulting group with oversight responsibilities for the firm’s retirement policy, research, and plan consulting activities. Combs stepped down from the EBSA in October 2006 after 5 1?,,2 years, including a role in formulating the recently enacted Pension Protection Act. Prior to joining the government, Combs was VP and chief counsel for pensions and retirement at the American Council of Life Insurers and a principal of William M. Mercer, Inc.

The Financial Planning Association’s chairman, James Barnash, announced plans to leave his post at Lincoln Financial Advisors and join Ameriprise Financial as its national director of financial planning.

Chet Helck, president and chief operating officer of Raymond James Financial, Inc.was elected to the board of directors of the Securities Industry and Financial Markets Association (SIFMA) for a two-year term. Helck joined Raymond James in 1989 and became president and COO of Raymond James Financial in February 2002.

The chief executive of Pioneer Investments’ U.S. division, Osbert Hood, left the firm in December; Pioneer has begun a search for Hood’s successor. In the meantime, the U.S. management team will report to Giordano Lombardo, deputy chief executive of Pioneer Global Asset Management.

Stephen Stahr was appointed managing director of the Million Dollar Round Table effective January 2. His primary responsibilities will focus on governance, industry alliances, strategic direction, and consumer outreach.

Bernard Myszkowski, director of equity investments and co-manager of the Aston/ABN AMRO Growth Fund, and manager of the equity portion of the Balanced Fund, announced his retirement as of December 31, 2006. Richard Drake, co-manager of the Growth Fund since February 2000, will continue to manage that fund and will be joined by Steven Sherman.
