Employee communication problems are slowing efforts to implement consumer-driven health plans.

Insurance agents and brokers who belong to the National Association of Health Underwriters, Arlington, Va., gave that assessment of the account-based health plan market when they responded to a recent NAHU survey.

Although 41% of survey participants said account-based plans are the best tools for holding down medical costs, only 29% of the participants plan to offer the plans in 2007, and that percentage has changed little since 2005, according to NAHU researchers.

The researchers found that 85% of participants cited “enrollment communication and support” as the main barrier to offering account-based plans, and 85% of the participants said they are unsatisfied with the current state of CDH plan administration and price comparison tools..
