The Council for Affordable Health has published an updated version of its report on states’ efforts to adapt to the health savings account program.[@@]

Many states continue to have first-dollar benefits mandates and other laws and regulations that interfere with efforts to offer HSA-compatible high-deductible health coverage, even though the HSA law has been in place since 2003, according to CAHI, Alexandria, Va.

In addition to imposing mandates that violate HSA law provisions requiring health carriers to offer certain kinds of coverage with a low deductible or no deductible, some states violate tax money deposited in HSAs, CAHI says.
