Garamendi Attacks Account-Based Plans

California Insurance Commissioner John Garamendi is thinking about proposing laws or regulations that might affect use of health savings accounts, health reimbursement arrangements and other personal health accounts.[@@]

Garamendi is holding a hearing on personal health accounts today in San Francisco.

Supporters of the accounts say they mobilize consumers to help hold down health care costs and, in some cases, make consumers' lives easier by giving them more control over routine health care expenditures.

But Garamendi says he worries the health account programs may be passing on costs to consumers without doing much to hold down the underlying cost of care.
