Delta Consortium Names Two Chief Operating Officers

NU Online News Service, May 20, 2003, 4:19 p.m. EDT – A 16-state dental consortium led by Delta Dental Plan of California, Cerritos, Calif., has promoted two executives at affiliated plans.

The consortium has promoted Thomas Toon to chief operating officer of Delta Dental of Pennsylvania, Mechanicsburg, Pa. Pennsylvania Delta runs dental plans in Delaware, Maryland, New York, West Virginia and the District of Columbia as well as Pennsylvania.

Toon previously was an underwriting vice president at Delta Dental Insurance Company, Alpharetta, Ga.

Toon has a bachelor’s degree in business administration and accounting from California State University-Fresno. He holds the certified public accountant professional designation.

The Delta consortium has promoted Belinda Martinez to chief operating officer for Delta Dental insurance Company.

Martinez has been acting as the chief operating officer of PMI Dental Health Plan, a prepaid dental plan affiliated with the Delta consortium, and she will continue to hold that position while running the Georgia-based affiliate, the Delta consortium says.

Martinez has a master’s degree in business from the University of Southern California and a master’s degree in biostatistics from Loma Linda University.

The Delta dental plan system plays roughly the same role in the dental insurance market that the Blue Cross and Blue Shield system plays in the major medical market. The Delta consortium led by California Delta provides or administers coverage for 20 million of the 45 million U.S. residents who have Delta system dental coverage.
