NU Online News Service, Feb. 10, 12:10 p.m. – Kansas Insurance Commissioner Sandy Praeger testified recently before the U.S. Senate Small Business and Entrepreneurship Committee, Washington, against the Association Health Plan legislation that has been offered in Congress, according to the Kansas Insurance Department Web site.

Praeger testified on behalf of the National Association of Insurance Commissioners, Kansas City, Mo.

Praeger and the NAIC are calling for reforms that they say would lower the cost of coverage to small businesses and expand choices and competition.

Praeger told the committee the Association Health Plan bill would undermine state reforms that have delivered more fairness to the market.

It would also destabilize reforms from the Health Insurance Portability and Accountability Act of 1996, she says.
