New Hire Roundup: Ex-CBO Chief Elmendorf Back at Brookings

This week in personnel announcements and new hires, Royal Alliance brought in the Quincy Group; Halbert Hargrove named Kerry Michael Finn as regional director; Allianz Life promoted Kristine Lord-Krahn; Prequin welcomed Edmund Ho; and Fitch named Paul Gamble and Jan Friederich to new appointments.

Also, MarketCounsel added three; SS&C added Bob Shepro; the Brookings Institution welcomed Douglas Elmendorf and Seth Wheeler; U.S. Bank made two staff announcements; U.S. Trust added several new hires; and Amy Low Chasen moved up at Baron Capital.

Elmendorf, Wheeler Join Brookings

The Brookings Institution has announced that Douglas Elmendorf has rejoined the economic studies program as a visiting fellow and Seth Wheeler has joined the program as a guest scholar.

Elmendorf rejoins from the Congressional Budget Office, where he was director from 2009 until earlier this year. He had served as a Brookings senior fellow from 2007 to 2009. Prior to that, he served in various roles at the Federal Reserve Board. He also served as deputy assistant secretary for economic policy at the Treasury and as a senior economist at the Council of Economic Advisors.

Wheeler previously led White House policy on financial services, financial reform, financial innovation and housing. Prior to that he served as chief of staff and assistant director of the office of financial stability at the Federal Reserve Board, and was deputy assistant secretary and senior advisor for financial markets at the Treasury. Earlier he was VP for strategy and principal M&A at Morgan Stanley and a consultant in the strategy and private equity groups at Bain.

Royal Alliance Adds Quincy Group

Royal Alliance has announced that the Quincy, Massachusetts-based Quincy Group, Inc., has joined, and will operate as an office of supervisory jurisdiction (OSJ) branch. The Quincy Group was founded in 2002 by Daniel McCarthy, who serves as president; under this new arrangement, he will serve as managing executive.

McCarthy has more than 24 years of experience in retirement and investment planning. Prior to the Quincy Group, he worked for five years as regional director of financial services for Gillman & Ciocia. Earlier, he spent more than four years as a financial planner for Ameriprise Financial Services, Inc.

Finn Named at Halbert Hargrove

Wealth advisory firm Halbert Hargrove has named Kerry Michael Finn as regional director. Finn will be based in Newport Beach, California.

Finn brings nearly 20 years of experience as a financial planner. Prior to joining, he worked with U.S. Trust Company, AYCO/Goldman Sachs, and most recently as managing director at Fiduciary Trust Company International.

Lord-Krahn Moves Up at Allianz Life

Allianz Life Insurance Company of North America has announced that Kristine Lord-Krahn has been promoted to assistant vice president, senior counsel—distribution. She will report to Kara Barrow, vice president, corporate governance and distribution.

Prior to joining, Lord-Krahn held legal and compliance positions at DeCare International/Delta Dental of MN, RBC Dain Rauscher, and TCF Investments and Insurance Group.

Ho Joins Prequin

Alternative investments data consultant Prequin has announced that Edmund Ho has joined as chief revenue officer, a newly formed position. He also will join the management team.

Prior to joining, Ho was at Platts, part of McGraw Hill Financial, where for the past four years he held the positions of global head of petrochemical and agriculture sales and head of EMEA mid-market sales. Prior to this, he managed Platts’ sales operations in the U.K. and Africa.

Fitch Appoints Gamble, Friederich

Fitch Ratings has announced the appointment of Paul Gamble and Jan Friederich as analytical heads of emerging Europe (EME) and Middle East & Africa (MEA) sovereign ratings, respectively. Gamble replaces Paul Rawkins, who retired in May. He will continue to be based in London, reporting to Ed Parker, head of EMEA sovereign ratings. Friederich replaces Richard Fox, who retired in April. He will be based in Hong Kong and will also report to Parker.

Gamble joined in 2012 as a director in the MEA team and has been the agency’s senior sovereign spokesperson on the Gulf region and the oil sector, also extending his analytical coverage to EME region oil producers such as Kazakhstan and Azerbaijan.

Friederich joined recently as a senior director. He spent over 10 years with the Economist Intelligence Unit (EIU) in various roles in London, New York and Hong Kong, including as custom research director, EMEA, and global forecasting director, Asia.

MarketCounsel Adds Three

Compliance consulting firm MarketCounsel has announced that attorneys Andrew Wels, Richard Chen and Mark Simmelkjaer have joined, Wels as chief compliance counsel, Chen as regulatory counse; and Simmelkjaer as business counsel.

Wels has spent years as head of legal and compliance affairs for a number of financial services firms, including Bloomberg, Cantor Fitzgerald, TD Ameritrade, Dreyfus and JP Morgan Chase. Prior to his private sector career, he was an enforcement attorney with the SEC and staff attorney with FINRA.

Chen brings over 12 years of experience with financial services-focused law firms, including Arnold & Porter, Schulte Roth, and K&L Gates. Most recently, he was the editor-in-chief of the Hedge Fund Law Report.

Simmelkjaer started his career at the corporate finance and securities group of New York law firm Akin Gump, and then became an investment banker before directing the legal affairs of a startup through its sale.

SS&C Welcomes Shepro

Financial services software firm SS&C Technologies Holdings, Inc. has announced that Bob Shepro has rejoined the firm as SVP and head of its new private capital business unit. He will report to Rahul Kanwar, SVP and global head of alternative assets.

Most recently, Shepro was a managing partner of the consultancy Windward Advisory Group. Earlier, after SS&C’s acquisition of his company Shepro Braun Systems, he headed product strategy at SS&C in the late 1990s.

U.S. Bank Announces Two

U.S. Bank Wealth Management has announced that Liz Deziel has been promoted to head of private banking in the Twin Cities, reporting to Margaret Paddock, Twin Cities market leader of the Private Client Reserve, and Thomas Raisbeck has been named trust officer for the Private Client Reserve in Minneapolis.

Deziel has been with U.S. Bank for more than 10 years. In her previous role, she oversaw specialized lending and deposit services and Twin Cities team members. She also served with the U.S. Bank Foundation.

Prior to joining, Rasibeck served as a general practice attorney with a focus on estate planning and estate litigation with Eckberg Lammers Briggs, Wolff, & Vierling, PLLP in Stillwater, Minnesota and Hudson, Wisconsin.

U.S. Trust Adds Four

U.S. Trust has announced four new wealth management hires in different states.

Anuradha Vohra has joined in New York City as a private client advisor. She previously worked at Citigroup as a managing director, private banker, also in New York.

Carolyn Westerberg has joined in Greenwich, Connecticut as a private client advisor serving southern Connecticut. She was previously with J.P. Morgan’s private bank in a financial advisor role.

Marvin Blakeney has joined in Fort Worth as a market investment director. He previously worked at Clark, LLC, a family office.

James Dyke has joined in Richmond, Virginia as a private client advisor. He was previously a lieutenant colonel and the director of logistics training and strategic initiative group for the U.S. Army.

Chasen Named at Baron Capital

Baron Capital has announced that Amy Low Chasen has been named director of research. She reports to Ron Baron, CEO.

Prior to joining, Chasen was group VP, investor relations, at Avon Products for five years. Prior to that, she was a partner and managing director at Goldman Sachs for 18 years.
