Millions in San Francisco health fees don't go to workers

San Francisco now makes employers that collect worker health benefits surcharges use the extra money to pay for health benefits. Restaurants and other businesses began adding benefits surcharge lines to bills a few years ago, before the new surcharge-use law took effect. An AP reporter looked at employer records and found that the employers may have spent only about 60% of the 2011 surcharge revenue on benefits.
