Final OZ Regs Clarify Definition of "Substantial Improvement" and Permit Aggregation of Certain Assets, Feb. 13, 2020

What constitutes “substantial improvement” for purposes of the opportunity zone rules is tested on an asset-by-asset basis. However, under certain circumstances, the final regulations allow multiple assets to be aggregated into a single property for testing purposes.
