International Living's 2023 Annual Global Retirement Index indicates that a number of highly desirable countries can fit into the plans of budget-minded retirees. The website's index is based on information provided by a network of on-the-ground editors, correspondents and contributors in 16 countries. Its researchers use this information to rate the countries across several categories, including cost of living. They score each category on a scale of 1 to 100, then come up with a composite number that determines the final ranking.
