A rush to reconcile health enrollment data, by hand

The Patient Protection and Affordable Care Act guidelines say consumers have to sign up for coverage and pay the first month’s premium by the end of the month if they want coverage for January. But with technological glitches still to be worked out, there’s a question of whether everyone’s applications will be processed in time.
