The Institute of Medicine estates that roughly 30 percent of health care expenditures in America are not needed. A 2011 survey found that 42 percent of doctors said patients in their own practices were getting more care than was needed. The potential harm of excessive care is not always understood by patients – after all, what’s the harm in one extra test? But some in the health care industry say that any intervention, no matter how small, poses a potential harm.
