Under the Patient Protection and Affordable Care Act, workers with employer-sponsored coverage don’t qualify for subsidized coverage. Roughly 20 million people have such coverage. Subsides are for those with low income who aren’t offered benefits through their employer, but labor union leaders still want the subsidies to be offered to their members who already receive the benefits tax free from the employer tax exclusion for health insurance.
