Kansas, Maine dole out exchange info

Officials in Kansas and Maine have released more information about the health plans that could be available through their public exchanges.

Both states are letting the U.S. Department of Health and Human Services run federally facilitated exchanges for their residents.

The Kansas Insurance Department said its exchange system will offer three carriers in the individual market and two in the Small Business Health Options Program market.

The carriers on the Kansas individual exchange will be Coventry, a unit of Aetna Inc.Blue Cross and Blue Shield of Kansas; and Blue Cross and Blue Shield of Kansas City.

In the SHOP market, Kansas City Blue will serve two counties in the Kansas City area. Kansas Blue will sell SHOP plans in the rest of the state.

Kansas has not yet said anything about rates.

In Maine, the state Bureau of Insurance illustrated rates proposed by the two carriers that have applied to sell coverage there.

The companies on the Maine individual FFE carrier list are Anthem, a unit of WellPoint Inc., and Maine Community Health Options.

Maine Community Health Options is one of the new nonprofit, member-owned Consumer Operated and Oriented Plans.

For a 30-year-old non-tobacco user who applies for bare-bones, “bronze level” coverage, the monthly premium for point-of-service plan coverage in Hancock County, a county in the most expensive rating region in the state, could be $312.08 for Anthem coverage and $285.58 for Maine Community Health co-op coverage.

The deductible for the co-op coverage would be $5,000, and the out-of-pocket spending limit would be $6,350.

In the same county, for the same individual, moderately generous “silver level” coverage could cost either $338.89 or $520.23.

The HHS HealthCare.gov plan finder tool shows that, in 2013, the monthly cost of a plan for a 30-year-old male nonsmoker with a $3,500 individual deductible and a $7,500 out-of-pocket spending limit would be $232.40.

For the same individual, another plan with a $2,000 deductible and a $6,000 out-of-pocket spending limit would cost $265.82 per month.
