Congressional leaders in both parties are secretly trying to exempt themselves from certain provisions of the Patient Protection and Affordable Care Act and are currently in hi-level talks on how to do so. With even Democratic members of Congress looking for an escape, this really says a lot about how they feel about the legislation they supported. This has the potential for being politically disastrous for The White House.
