The Patient Protection and Affordable Care Act (PPACA) will require large employers to provide a minimum level of health coverage for full-time employees or else use a complicated formula to calculate penalty payments. The employers could either pay $3,000 each for some employees or $2,000 each for most employees. But, back in 1974, President Nixon was planning to require employers to pay 75 percent of the cost of coverage.
