To curb costs of aging, Japan says seniors should walk and talk

The percentage of people in Japan who are older than 60 is already higher there than it is expected to be in the United States decades from now. Policymakers there see encouraging seniors to exercise and get involved in their communities as a way to deal with rising welfare costs and a shrinking tax base.
