Carolyn McClanahan, who is both a physician and a financial planner, says health insurers already ration access to care by, for example, forcing doctors to jump through hoops to prescribe some kinds of drugs for diabetes. She says we should consider replacing our current irrational, jury-rigged rationing system with a better thought out version. Nowhere does she mention PCORI or IPAB.
