Fed Changes Plan Appeals Board

The Office of Personnel Management is changing the procedure bidders must follow when disputing federal benefits contracting decisions.

Instead of appealing to the Armed Services Board of Contract Appeals, unsuccessful health and group life contract bidders should appeal to the new Civilian Board of Contract appeals, OPM officials say in a final rule published today in the Federal Register.

Congress included the provision that created the new appeals board in the National Defense Authorization Act of 2006
