Wilcox, a former Utah insurance commissioner, succeeds Barbara Lautzenheiser, a Hartford actuary.
The academy, which was founded in 1965 and now has about 15,000 members, advises state and federal officials on insurance issues, employee benefits issues and other issues that require actuarial analysis.
