Pa. Regulators Reject Individual Health Rate Increases

NU Online News Service, Dec. 26, 2003, 10:15 p.m. EST – Pennsylvania insurance regulators have rejected individual health insurance rate filings submitted by 4 Blue Cross and Blue Shield plans that do business in the state.

The ruling affects Medicare supplement insurance policies as well as ordinary individual health insurance policies, regulators say.

Pennsylvania regulators argue that the Blues plans failed to give them the information they needed to determine how the Blues were using their surplus capital to help consumers, or whether the proposed rate increases were excessive, inadequate or unfairly discriminatory.

The Blues plans can provide additional information and resubmit the filings for further review, the regulators say.
