Meeting Set To Discuss Ramifications Of Excess Surplus

NU Online News Service, Dec. 26, 8:51 a.m. – The Minnesota Department of Commerce will hold a public meeting in January on a $412 million public health campaign proposed by Blue Cross and Blue Shield of Minneapolis, St. Paul, Minn.

Minnesota Blue now has extra capital because it received $469 million from the tobacco industry settlement fund.

Minnesota law sets a maximum limit on capital reserves as well as a minimum, according to Minnesota officials.

Minnesota Blue says it wants to use $252 million of the settlement cash to pay for health improvement and prevention programs; $30 million to support community clinics; $70 million to help a program that covers Minnesota residents who are unable to buy ordinary health insurance; and $60 million for customer rebates.
